I would like to find a print driver that allows you to print to a pdf
file from any program, AND, has the user select from a few lists, such
as client name, year, type of document. Then, the print driver would
create the pdf and save the file to the appropriate client folder,
year, project, etc., based on the user's selections. Does something
like this exist?

Check out Abbyy or iRiS both output to PDF there are also many PDF
converters on the market many are available at your local office

Nitro PDF Professional will allow you to create PDFs from any windows
application using File > Print > Nitro PDF Driver. It is also possible
for the user to include meta data (Title, Author, subject, Keywords)
in the document that is being created. A 14 day limitation free trial

I don't know of any PDF printer driver that is going to assist you
with organizing your PDF documents in the way that you have described.
Perhaps a DMS with an option for PDF output would be more appropriate.
Having said that, there is a good article on PDF for Lawyers that
provides some tips on how to keep your digital files in order and how
to name them (manually).
